The Kyiv City Prosecutor’s Office has sent an indictment to court against a former member of parliament and her accomplices, who established a scheme to obtain money by falsifying documents for granting disability status to miners. According to the investigation, the defendant, who was then serving as the deputy director of a medical institution in Kyiv, organized a criminal scheme that allowed miners, who were entitled to disability due to harmful working conditions, to obtain fake documents.

As part of the scheme, she was joined by the former chief physician of the same medical institution, the head of the outpatient clinic department, and a mediator from Lviv region, who sought candidates facing difficulties in obtaining disability status.

How the scheme operated and its scale
According to the prosecutor’s office, the defendants collected medical documents from patients in Lviv region, which were then sent to Kyiv. There, employees of the state medical institution confirmed the presence of occupational diseases in clients based on the lists and referred them for medical and social examinations to obtain a disability group. The services of such “mediators” cost between 3,000 to 4,000 US dollars.
In June of this year, during the transfer of 32,000 US dollars as payment for services, the mediator and the former deputy were detained by law enforcement officers. They were charged under part 3 of article 28 and part 4 of article 368 of the Criminal Code of Ukraine, which provide for the receipt of unlawful benefits by an official in particularly large amounts as part of an organized group. The penalty for this article ranges from eight to twelve years of imprisonment with confiscation of property.
