Residents of Kyiv have initiated a reform of the Kyiv Bureau of Technical Inventory (BTI), drawing attention to the constant increase in service prices and excessive bureaucracy.

Petition Regarding Tariffs and BTI Operations
An electronic petition has been published on the official website of the Kyiv City Council, in which residents request the city administration to mandate the BTI to establish fairer tariffs for its services. The authors of the petition note that the cost of necessary certificates is regularly rising, creating an additional financial burden on residents.
Demands for Changes in BTI Operations
The petition signatories insist on the need to ensure transparency and justification of tariffs for all categories of the population. Among the key demands is the elimination of unnecessary bureaucratic procedures, which they believe contribute to the emergence of corruption risks and instances of document forgery. Citizens propose to restore the electronic format of interaction between applicants and the KP KMR “KM BTI,” which would allow for receiving responses in digital form using a qualified electronic signature.
According to the petition signatories, to ensure fair, justified, and accessible tariffs for BTI services for all segments of the population, it is necessary to abandon the existing bureaucratic procedures that carry risks of corruption and forgery, and to restore electronic interaction between information seekers and the KP KMR “KM BTI,” providing responses in electronic form with qualified electronic signatures, to avoid putting people at risk while waiting in line.
Participants in the initiative are convinced that such changes will help make BTI services more accessible, efficient, and safe, especially for vulnerable segments of the population, who often suffer from inconveniences and long waits in lines.
