Kyiv University Official Suspected of Embezzling 1.2 Million UAH for Shelter Repairs

In Kyiv, the deputy chief engineer of one of the universities has been charged with misappropriating budget funds during the renovation of shelters for students. Law enforcement officials established that the official was involved in schemes that caused the state losses exceeding 1.2 million hryvnias.

Fraud During Shelter Repairs in Dormitories

The investigation revealed that in May 2023, a contract was signed between the university and a contracting organization for the current repair of civil protection structures in two dormitories located in the Holosiivskyi and Shevchenkivskyi districts of the capital. The deputy chief engineer was supposed to oversee the quality and scope of the repair work; however, as law enforcement established, he acted in collusion with the contractor: he agreed to sign documents regarding the completed work, even though he knew that part of it was not completed and that the costs were inflated.

“The investigation has established that in May 2023, a contract was signed between the Kyiv university and the contracting firm for the provision of services for the current repair of civil protection structures in two dormitories in the Holosiivskyi and Shevchenkivskyi districts. The deputy chief engineer of the university was supposed to oversee the quality and scope of the repair work. Instead, he, being in collusion with the contractor and being aware that the work was not completed in full and at inflated costs, signed the reporting documents,” the statement reads.

Significant Losses and Criminal Liability

As a result of the abuse of office during the repairs of the shelters, experts concluded that the state suffered losses amounting to over 1.2 million hryvnias. In addition to using low-quality materials, some work was not carried out at all.

The official has been charged under Part 5 of Article 27 and Part 4 of Article 191 of the Criminal Code of Ukraine – aiding in the misappropriation of someone else’s property through abuse of office, committed repeatedly, by a group of individuals in collusion, under martial law, in large amounts.

If found guilty, the official could face imprisonment for up to eight years, with an additional restriction on holding certain positions or engaging in relevant activities for up to three years.
