Minimum Scholarship for Students of Private Higher Education Institutions to Increase to 4000 UAH from September 2026

Starting from September 1, 2026, students of private higher education institutions studying under state orders will receive academic scholarships for the first time. This has become possible due to new changes in the regulatory framework approved by the Cabinet of Ministers of Ukraine. The corresponding decision aims to expand social support for students and eliminate discrimination based on the type of educational institution.

Increase in Scholarships: New Amounts and Conditions

The Ministry of Education and Science of Ukraine has announced that from the beginning of the new academic year, the minimum academic scholarship for higher education seekers will double compared to 2025, amounting to 4,000 UAH per month. These changes apply to both state and private universities, provided that students are studying under state orders.

“At the request of the students themselves, the Ministry of Education and Science has eliminated the legal gap that previously allowed academic scholarships to be paid only to budget students in state and communal institutions. In contrast, students of private higher education institutions, who are also studying under state orders, did not have a properly defined mechanism for receiving such payments,” the Ministry stated, adding that the Cabinet adopted the resolution on the relevant changes on March 12.

Budget Provision and Features of the Admission Campaign

Prime Minister Yulia Svyrydenko reported that the necessary funds for scholarship payments in 2026 are included in the budget allocations of the Ministry of Education and Science. Thus, funding for scholarships for students of private institutions studying under state orders is guaranteed at the state level.

It is worth noting that registration for the main session of the National Multi-Subject Test (NMT) for 2026 started on March 5. The main session will run from May 20 to June 25, and the additional session will take place from July 17 to July 24. Due to the full-scale aggression of the Russian Federation, Ukraine is not conducting the traditional external independent assessment, but is using the NMT for admission to higher education institutions.
