The Ministry of Health continues a large-scale review of the decisions made by the Medical and Social Expert Commissions (MSEC) concerning the establishment of disability for government officials.

Scope of Inspections and Results
As part of the implementation of the decision by the National Security and Defense Council of Ukraine from October 2024, in collaboration with law enforcement agencies, 2,630 cases of employees from over 70 government bodies who were granted disability status have been analyzed. These cases were submitted for review by the Security Service of Ukraine, the State Bureau of Investigations, and the Office of the Prosecutor General.
As of early July, the Center for Functional Status Assessment has already reviewed 1,692 cases, and an additional 423 individuals have been summoned for further examinations to clarify their health status.
“As a result of the review, 445 decisions of the MSEC regarding the establishment of disability for officials have already been canceled, and in 286 cases, new decisions have been made, including changes to the disability group (226 cases) or changes to the duration of disability (60 cases),” the statement reads.
Statistics on Government Bodies
The highest number of inspections are conducted regarding employees of the State Customs Service, the State Tax Service, and the prosecution authorities. In particular:
- In the State Customs Service, out of 810 reviewed cases, 369 have already been considered, 129 decisions have been canceled, and in 78 cases, decisions have been changed.
- In the State Tax Service, out of 518 cases, 291 have been reviewed, 90 decisions have been canceled, and 64 have been changed.
- In the prosecution authorities, out of 448 cases, 203 have already been reviewed, 80 decisions have been canceled, in 45 cases decisions have been changed, and another 121 individuals have been summoned for further examination.
At the end of December 2024, President Volodymyr Zelensky signed Law No. 12178, which provides for the liquidation of the MSEC in Ukraine. In October of the same year, he also enacted the decision of the NSDC, which includes a review of MSEC decisions and the reform of the entire system of these commissions. The government approved an action plan to combat corruption and other violations among the MSEC. These steps were a response to reports of possible abuses in the work of the commissions.
