On the evening of May 20, the President’s Commissioner for Military Personnel Rights, Olga Reshetilova, made a statement regarding the opening of a criminal case in connection with the dissemination of a video on social media depicting the abuse of a military serviceman. She noted that law enforcement quickly responded to this incident and began an investigation, identifying the serviceman and the officials involved in such actions.

According to her,

“A report on the commission of a criminal offense has been entered into the Unified Register of Pre-Trial Investigations regarding the intentional actions of a military unit official that clearly exceed the powers granted to this individual, resulting in serious consequences under martial law”

. Reshetilova emphasized the importance of a swift and effective investigation, as well as the necessity of holding those responsible accountable.

What is Known About the Incident and Government Response

The President’s Commissioner did not specify the particular video or the location of its filming, but stressed that any forms of violence, moral pressure, or other violations of military personnel rights are unacceptable and will be severely punished under the law. She also highlighted that legislation in the area of military personnel rights must be strictly adhered to and protected.

Volodymyr Zelensky signed a decree on December 30 appointing Olga Reshetilova (formerly Kobylinska) as the President’s Commissioner for the Protection of Military Personnel Rights and Their Families. On the same day, he announced that she would be responsible for preparing relevant legislative initiatives in this area. By January 1, Reshetilova reported that she had received numerous complaints from military personnel and was taking measures to address and respond to them.
