International Reaction to Russia’s Attacks
Andrii Sybiha expressed gratitude to the presidency of Guyana and other partners for supporting Ukraine’s initiative to convene an urgent meeting. The minister urged members of the UN Security Council to take a clear and principled stance regarding Russia’s actions, which have resulted in numerous civilian casualties. The Ukrainian side insists on the need to strengthen sanctions pressure on the aggressor and enhance its own air defense capabilities.
“I thank the presidency of Guyana and other partners for supporting Ukraine’s request. We expect that members of the UN Security Council will take a principled position regarding the Russian strikes that have led to numerous civilian casualties. We demand clear signals about the need to increase pressure on the aggressor and strengthen Ukraine, including additional air defense capabilities.”
Consequences of the Strikes and Ukraine’s Position
Sybiha emphasized that the security of Europe, the Middle East, and the Indo-Pacific region is closely interconnected, as the regimes in Moscow, Tehran, and Pyongyang collectively undermine the foundations of international stability. According to him, only through joint efforts can the international community effectively counter these threats.
On the night of June 17, Russian forces launched a combined attack on Ukraine using ballistic and cruise missiles, as well as strike drones. Kyiv suffered particularly severe damage: in the Solomianskyi district, a missile struck a high-rise building, completely destroying one of the entrances from the first to the ninth floor. As a result, 23 residents of the entrance were killed. The total number of fatalities in the capital has risen to 28, with over 140 people injured. Search and rescue operations at the site of the tragedy have been completed.

In addition to Kyiv, strikes were also carried out on Odesa, where two more people were killed. Thus, the total number of victims across the country reached 30. The Russian Ministry of Defense claimed to have carried out a “massive strike with precision weapons” on facilities of Ukraine’s military-industrial complex, asserting that the “objective of the strikes has been achieved.”
