The team of Kyiv Mayor Vitali Klitschko has funded a new sociological study on the media literacy of Kyiv residents, allocating 798 thousand hryvnias for this purpose.

Tender Details and Contractor
The winner of the tender conducted by the Municipal Research Institute “Research Institute of Socio-Economic Development of the City” was the company “First Rating System.” This firm has repeatedly received contracts from this institute, having participated in five tenders in 2022, for which it received over one million hryvnias, and won twice in 2023 with contract amounts of 720 and 610 thousand hryvnias.
According to the signed agreement, the head of the institute, Serhiy Pavlovskyi, and the director of LLC “First Rating System,” Dmytro Soldatov, agreed to conduct a survey among Kyiv residents. As part of this study, 2800 interviews are planned to collect primary sociological information regarding the level of media literacy and the informational needs of the capital’s population in the context of information threats.

Research Priorities and Public Resonance
The Research Institute of Socio-Economic Development of the City specializes in studies on socio-economic, demographic, informational, and environmental issues. The results of its work are used to develop proposals for effectively addressing the city’s pressing problems, preparing expert assessments on strategic directions for Kyiv’s development, improving the investment climate, and enhancing the quality of life for city residents.
However, there are questions in society regarding the appropriateness of allocating significant funds for sociological research during wartime, when the state budget is in dire need of resources to support the front. In particular, another tender was recently held to assess the state of civil society institutions during the wartime period, costing 651 thousand hryvnias, which also sparked discussions about the priority of such expenditures.
It should be noted that the topic of media literacy among Kyiv residents has already been studied in a previous tender, when “First Rating System” was the sole participant in the procurement for studying media consumption and monitoring the consumption of municipal media in Kyiv for 530 thousand hryvnias.
