Seven Million Hryvnias Spent on Kyiv Investment Forum in Berlin

In November 2025, the Kyiv Investment Forum took place in Berlin, organized jointly by the mayors of Kyiv and Berlin. Seven million hryvnias were allocated from the Kyiv city budget for this event.

Forum Outcomes: Memorandums Instead of Real Agreements

During the forum, participants signed a number of memorandums of cooperation and discussed issues related to assistance for Kyiv. Despite this, no specific contracts regarding the financing of the city’s reconstruction or the modernization of transportation infrastructure were signed. Only intentions for cooperation were officially announced, raising questions about the effectiveness of the funds spent and the results of the event.

Participants of the Trip and Organizational Matters

Together with Kyiv Mayor Vitali Klitschko, the Director of the Department of Information and Communication Technologies of the Kyiv City State Administration, Victoria Itskovich, the Chief Architect of Kyiv and Director of the Department of Urban Planning and Architecture of the Kyiv City State Administration, Oleksandr Svyatunov, Deputy Head of the Kyiv City State Administration, Marina Honda, and Kyiv City Council member from the political party ‘UDAR’, Andriy Strannikov, traveled to the forum in Berlin.

Also on the list of speakers was the Director of the Department of Economics and Investments of the Kyiv City State Administration, Natalia Melnyk, however, journalists did not record her speaking either on stage or during panel discussions, leaving questions about her actual participation in the forum open.

During a time when Kyiv is experiencing power outages due to a shortage of capacity, the appropriateness of sending a whole group of officials and a city council member to a forum in Germany has drawn criticism from the public.
