The Appeals Chamber of the High Anti-Corruption Court of Ukraine (HACC) confirmed the legality of the decision on the civil confiscation of the unjustified assets of the family of Taras Poliienko, the Deputy Head of the Main Directorate of the National Police of Kyiv. The court ultimately ruled to seize over 8.3 million hryvnias, obtained from the sale of a two-story penthouse with an area of 220 square meters and two parking spaces in the residential complex “Zarichnyi” in Kyiv.

Dismissal and Case Details
According to the law “On Preventing Corruption,” after the decision comes into legal force, the official whose assets have been recognized as unjustified and seized for the benefit of the state is subject to dismissal. Thus, after sending the full text of the decision to the head of the National Police of Kyiv, Taras Poliienko is to be suspended from his position.
Previously, journalists in their investigation found that the funds for the elite apartments and parking spaces where the police officer’s family lived did not come from official income. Formally, the owner of the property was Poliienko’s mother-in-law, who officially earned only 100 hryvnias over many years. In court, the official’s relatives explained the origin of the wealth through a flower sales business, minivans, and the sale of a “Volga” car, but these incomes were not reflected in the declarations.
Court Decisions and Reactions
On April 30, 2026, the panel of judges of the Appeals Chamber of the HACC ruled to seize over 3.3 million hryvnias — this was the initial value of the penthouse, as well as the income from its sale amounting to 4.9 million hryvnias and two parking spaces. The Appeals Chamber satisfied part of Poliienko’s appeal, adjusting the valuation of the apartment from 3.6 to 3.3 million hryvnias, correcting an arithmetic error.
“We expected that the panel of judges would make such a decision. We are also prepared for a possible cassation appeal from the defendants.”
Oleg Makar, the prosecutor of the Specialized Anti-Corruption Prosecutor’s Office, confirmed readiness for potential appeals against the decision in cassation. At the same time, at the time of the decision, no comments were received from either Taras Poliienko or his lawyer Bohdan Smolii.
It is worth noting that back in November 2025, the first-instance court had already recognized the assets of the Poliienko family as unjustified and partially satisfied the SAP’s claim. The basis for the claim was material from a journalistic investigation, which stated that the official income of the family did not allow for the purchase of such expensive real estate. In the fall of 2024, the family sold the apartments for a price that was two and a half times higher than their initial value. The investigation established that Poliienko’s retired mother-in-law, Valentina Tkachenko, declared only 100 hryvnias of income since 1998, while her pension is about 3,000 hryvnias per month.
Prosecutors emphasized that the actual residence of the official in the penthouse indicates that the property was acquired by his relative on behalf of him, without confirmed sources of legal income.
