The Congress of Regional and Local Authorities Defined Key Tasks for Ukraine

At the meeting of the Congress of Regional and Local Authorities under the President of Ukraine, held in Transcarpathia, the main priorities were identified: successful passage of the heating season, support and reintegration of those released from captivity, ensuring budget stability, and social adaptation of veterans.

On September 5, a meeting of the Congress of Local and Regional Authorities under the President of Ukraine took place in Transcarpathia, attended by 264 members in person and another 1,403 online. The main issues discussed included ensuring the stable functioning of communities in wartime, enhancing social support, and interaction with European partners.

Involvement of European Partners and Cooperation Priorities

During the event, President of Ukraine Volodymyr Zelensky addressed the participants, thanking the President of the European Council, António Costa, and the Minister of Foreign Affairs of Sweden, Marie Malmer Stenergard, for their support and participation in the Congress. The head of state emphasized that the presence of EU representatives demonstrates Ukraine’s strong connection with the European Union.

“Ukraine is de facto integrating into the European Union. We are working, achieving results, and doing this together with the EU. I greatly appreciate all the assistance and cooperation at both the state level and the level of communities and cities of Ukraine and the European Union,” the President emphasized.

The President called on international partners to continue supporting Ukraine and not to weaken the sanctions pressure on Russia. He expressed special gratitude to Ukrainian communities that strengthen the economy, ensure the resilience of the state, and work on its defense capability. Frontline communities received a separate recognition for their daily work, job creation, and support for the country’s livelihood.

Support for Veterans and Resilience of Kyiv

Volodymyr Zelensky highlighted the importance of integrating veterans into society and forming policies that encourage heroes to engage in active life. Creating jobs for veterans should become one of the main tasks for each community, and competition in this area should be constructive and aimed at expanding employment opportunities.

The head of the Kyiv City Military Administration, Timur Tkachенко, who participated in the forum, emphasized the importance of the capital’s role in the national agenda, especially alongside regions where active hostilities are ongoing.

Tkachенко also noted that during the meeting of the Congress Presidium, ways to accelerate assistance to the affected, simplify bureaucratic processes, effectively utilize resources, and attract support from European partners were discussed.

He emphasized that the state leadership, government, and Congress do not leave Kyiv alone with the consequences of Russian attacks, the number of which has significantly increased in 2025.

“And this is an example of unity, of involvement that keeps us here while there, at the front, Ukraine is held by warriors,” Timur Tkachенко emphasized.
