The Family of the Head of the Poltava SBU Semeniuk Owns Elite Real Estate and Expensive Cars

The family of Kostiantyn Semeniuk, who heads the Poltava Regional Office of the Security Service of Ukraine, has significantly increased its wealth from 2021 to 2023. During this period, journalists estimate that premium-class real estate and vehicles worth over 12 million hryvnias were purchased.

Elite Property and Suspicious Transactions

The list of acquisitions includes a 2020 Mercedes-Benz GLE 350D, a 2019 Audi Q8, as well as business-class apartments covering 120 square meters in Chernivtsi and a share in a recreation complex in the Bukovinian Carpathians. The ownership was primarily registered in the names of Semeniuk’s wife’s parents – Halyna and Vasyl Hushtyk – while Semeniuk himself held leadership positions in the Security Service of Ukraine: first in Chernivtsi, then in Vinnytsia, and later in Poltava region.

Journalists discovered that part of the property, including the Audi Q8 and the apartments, is directly used by Kostiantyn Semeniuk and his family. Meanwhile, the sources of funding for these purchases remain unclear, as the family’s official income did not match the scale of their expenditures.

Details of the Purchases and Family Explanations

In November 2021, Semeniuk’s mother-in-law, Halyna Hushtyk, purchased the apartments in a business-class residential complex in Chernivtsi for 1.5 million hryvnias, although the market price for such apartments was around 3 million hryvnias. The seller was Titus Skrypa, the father of city council deputy Romeo Skrypa, who was under investigation for possible tax evasion. At that time, Semeniuk’s wife, Maryna, was working as an inspector in the Chernivtsi State Fiscal Service.

According to the declaration, Semeniuk’s family resides in the purchased apartments. The press service of the SBU stated that at the time of the property purchase, Semeniuk’s wife was on maternity leave and could not influence the course of investigations, and her mother was handling the purchase.

Regarding the vehicles, in May 2023, Semeniuk’s father-in-law, Vasyl Hushtyk, became the owner of a Mercedes-Benz GLE 350D, which cost around 75 thousand dollars (approximately 3 million hryvnias). In October 2023, he purchased a 2019 Audi Q8, which had an official price of only 68 thousand hryvnias according to the Ministry of Internal Affairs, while its market value reached 60 thousand dollars. According to Maryna Semeniuk’s declaration, this amount was stated in the agreement. The seller of the Audi turned out to be Vinnytsia businessman Andrii Opanasiyuk, who had previously come under the SBU’s scrutiny, where Semeniuk was the deputy head. Opanasiyuk claimed he sold the car through a reseller and did not know who the final owner would be.

In the same October 2023, Vasyl Hushtyk acquired one-third of land plots covering 2 hectares in the Carpathians, where a recreation complex with two cottages, a swimming pool, a tub, and a panoramic sauna is located. Experts estimate that the construction cost of these cottages alone could exceed 300 thousand dollars, not including the land plot and landscaping.

“The parents of the SBU official’s wife have been working abroad regularly for over 30 years. His mother-in-law spent over 25 years working in Italy and previously worked for 10 years in Israel. Accordingly, all their existing property was acquired through personal savings and many years of labor activities they have been engaged in on a permanent basis.”

The SBU press service and members of Semeniuk’s family claim that all purchases were made with the funds of the wife’s parents, who have been working abroad in Italy and Israel for a long time. However, according to official income records, Vasyl Hushtyk earned about 900 thousand hryvnias in Ukraine from 1998 to 2023, while his wife had no official income.

President Volodymyr Zelensky appointed Kostiantyn Semeniuk as the head of the Poltava SBU on August 7, 2025. Prior to this, he had served as acting head of this office for over a year. Semeniuk began his career in the Chernivtsi region as an operational officer.
