The US seeks to end the war between Ukraine and Russia by summer — Zelensky’s statement

Ukrainian President Volodymyr Zelensky stated that the United States is interested in ending the war between Ukraine and Russia by this summer. According to the head of state, the US has proposed a new round of negotiations between Kyiv and Moscow, which is set to take place in Miami next week, and the Ukrainian side has agreed to participate.

The impact of American politics on the negotiation process

Zelensky explained that the US is likely to try to accelerate the peace process by summer, as domestic issues in Washington, particularly preparations for the fall 2026 Congressional elections, may become a priority for American authorities. The president emphasized that this could affect the timing and dynamics of the negotiation process.

“Why by this summer? We understand that their domestic issues in America have an impact and will probably become even more relevant for them,” Zelensky said, adding that the priority for the US will then be the Congressional elections scheduled for fall 2026.

Zelensky also noted that the Ukrainian side has received information about the intention of the US and Russia to sign a number of bilateral economic documents that may touch on Ukrainian issues. The head of state emphasized that Ukraine will not support any agreements that may be made without Kyiv’s participation.

Recent negotiations and key issues

In January and February 2026, several rounds of negotiations between Ukraine and Russia regarding ways to end the war took place in Abu Dhabi with the mediation of the US. Despite active discussions, no significant breakthrough in the cessation of hostilities was achieved. However, the outcome of the meeting on February 5 was an agreement on the exchange of prisoners of war — the first in the last five months.

US Special Envoy Steve Witkoff characterized the February negotiations as “constructive and focused on how to create conditions for lasting peace.” The issue of a ceasefire was discussed, among other topics.

US Secretary of State Marco Rubio reported that the discussions resulted in a reduction of the list of outstanding issues between Ukraine and Russia regarding the achievement of a peace agreement. At the same time, he noted that the “most difficult” issues remain, including territorial disputes. The Russian side demands the withdrawal of the Armed Forces of Ukraine from part of the Donetsk region that its troops do not control. Zelensky has previously emphasized that the issue of territorial decisions should be resolved by the people of Ukraine through elections or a referendum.

The president also announced that a new meeting of the delegations from Ukraine, the US, and Russia within the negotiation process is expected soon, although the exact date has not been announced.
