The United Kingdom is providing Ukraine with a record amount of military assistance in 2025, significantly increasing support in response to the escalation from Russia. This was stated by UK Defense Minister John Healey during the latest meeting in the “Ramstein” format.

Massive Transfer of Drones and New Partnerships

In the past six months, London has delivered over 85,000 unmanned aerial vehicles to Ukraine. Additionally, a new industrial partnership has been signed between Britain and Ukraine, which will allow for the rapid development and production of modern interceptor drones. These drones are expected to be produced in large quantities and supplied to Ukraine by the thousands.

“In just the last six months, we have delivered over 85,000 drones to Ukraine. We have also signed a new industrial partnership with Ukraine that will allow us to quickly develop new, advanced interceptor drones that will be mass-produced and then supplied back to Ukraine by the thousands. And, working with allies in Europe and beyond, the United Kingdom is also closely monitoring how we support Ukraine through the important new PURL mechanism,” said the British minister, adding that “a strong Ukraine is needed for a secure Europe.”

Furthermore, the United Kingdom, together with European and global partners, is participating in the new PURL (Prioritised Ukraine Requirements List) mechanism, which is coordinated by NATO. This mechanism ensures the timely delivery of military assistance to Ukraine.

Ukraine’s Defense Needs and International Support

Ukrainian Defense Minister Denys Shmyhal emphasized the need to raise $120 billion for defense needs by 2026. According to him, Kyiv can only independently secure half of this amount. The minister stated that the most effective way to cover the deficit is for partners to commit to allocating no less than a quarter percent of their own GDP for military support to Ukraine.

In July 2025, the USA and NATO signed the PURL agreement, which provides for the supply of American weapons to Ukraine funded by European states, with NATO coordinating the effort. In the initial months of the initiative, over two billion euros have been accumulated, which are primarily directed towards the procurement of weapons and ammunition not produced by European companies. Special attention is being paid to air defense systems.

Thirteen NATO countries joined PURL within the first two months of the agreement’s operation. However, the pace of funding has slowed, and major economies such as the United Kingdom, France, Italy, Spain, and Poland remain outside this initiative for now. President Volodymyr Zelensky is urging these countries to join the project, and discussions are ongoing within NATO regarding the fair distribution of military and financial assistance to Ukraine.
