Ukraine Coordinated Sanctions Against Russia with the United Kingdom: New Restrictions on the Defense Industry and IT Companies

Ukraine has intensified sanctions pressure on the Russian Federation, fully coordinating restrictive measures with the United Kingdom. The relevant decrees from the President of Ukraine were published on September 10, confirming Kyiv’s consistency in coordinating actions with international partners to counteract Russian aggression.

New Sanctions Against the Defense Industry, Shadow Fleet, and Energy Sector of Russia

According to the new decrees from the President of Ukraine No. 676/2025 and No. 675/2025, sanctions have been imposed against 47 individuals and 81 legal entities related to the functioning of the Russian military-industrial complex, shadow fleet, and energy sector. The list includes companies that supply electronics to Russia, extract coal in temporarily occupied territories, and perform repair work in mines, as well as organizations involved in supporting the shadow fleet of Russia.

Among the sanctioned enterprises are those already under restrictions from the United States. In particular, this includes one of the largest coal suppliers in Russia, “Stroyservis,” as well as the coal extraction and processing company “Russian Energy.”

Sanctions Against IT Companies, Suppliers of Electronic Warfare and Telecommunications for the Russian Defense Industry

Separately, Ukraine has imposed sanctions against 37 individuals and 35 legal entities connected with the supply and implementation of IT and communication solutions for the Russian military-industrial complex. The decrees concern those involved in the development, production, supply, and maintenance of electronic warfare systems, telecommunications equipment, and electronic components for Russian security forces, as well as those supplying imported technologies to circumvent sanctions.

Included in the sanctions list are, in particular, the company “Sitronics KT” – a developer of comprehensive IT solutions for the Russian defense industry; “SINTA” – one of the leading Russian system integrators and suppliers of IT solutions; “Baltinfocom” – a manufacturer of computer hardware and software for Russian security forces; the group of companies “Bi Pitron,” which carries out technical re-equipment of military enterprises in Russia; and the Belarusian company “Tochna Mekhanika,” which provides parts and equipment for the aviation, automotive, and aerospace industries of Russia.

“Ukraine has synchronized sanctions with the United Kingdom and imposed restrictions against individuals who assist the defense industry, shadow fleet, and energy sector of Russia. President Volodymyr Zelensky signed the relevant decrees to implement the decisions of the National Security and Defense Council of Ukraine regarding the imposition of sanctions,” the message on the President’s Office website states.

Ukraine will continue to work on harmonizing sanctions mechanisms with allies, strengthening joint pressure on the Russian Federation to halt its aggressive actions and enhance global security.
