Ukraine to Sign Agreement with the Council of Europe on Special Tribunal for Russia’s Aggression

Ukraine is in the final stages of preparing to sign an agreement with the Council of Europe that provides for the establishment of a Special Tribunal to address the crime of aggression against Ukraine. This was stated by Foreign Minister Andrii Sybiha.

Importance of the Special Tribunal for International Order

According to Sybiha, the creation of such a tribunal is crucial for restoring international order and ensuring justice. The minister emphasized that the main goal is to hold the political and military leadership of the Russian Federation accountable, including Vladimir Putin and other high-ranking officials.

“The planning and execution of this unprovoked war against Ukraine cannot go unpunished. Justice for all involved, regardless of their position or title, is inevitable.”

The Council of Europe announced that on June 25 in Strasbourg, President of Ukraine Volodymyr Zelensky and Secretary General of the Council of Europe Marija Pejčinović Burić are set to sign the relevant agreement on the establishment of the special tribunal.

Support from the International Community and Preparatory Steps

In May of this year, the Committee of Ministers of the Council of Europe officially supported the initiative to create a special tribunal for Ukraine. Earlier, on May 9 in Lviv, during Europe Day, representatives from 35 European countries, including foreign ministers and leaders from Ukraine and the Council of Europe, signed a joint statement on the necessity of establishing such a tribunal regarding the crime of aggression by Russia.

Additionally, in February, the European Commission reported that legal experts from the European Union, the EU’s Foreign Affairs Service, the Council of Europe, Ukraine, and 37 other countries have already laid the legal foundations for the establishment of a special tribunal to address the crimes of aggression against Ukraine.
