The Municipal Chamber Choir “Kyiv” was forced to cover expenses that should have been borne by the tenant due to the actions of an official from the Kyiv City State Administration over the past three years.

How Bureaucratic Inaction Led to Million-Dollar Losses
It is known that a contract was signed between the choir and one of the investors, which provided for the lease of a land plot in the Pechersk district of Kyiv. According to the terms of the initial agreement, the investor was responsible for paying the rent. However, after signing an additional agreement, this clause was removed from the contract.
Despite the audit revealing violations, the responsible official from the KMD did not take any measures to rectify the deficiencies or amend the terms of the investment agreement.
“According to the investigation, a contract was signed between the choir and one of the investors, under which the investor was to lease a land plot in the Pechersk district of the capital and was responsible for paying rent. However, after signing the additional agreement, the clause regarding the investor’s rent payment was no longer included. Despite the violations found during the audit, the KMD official responsible for overseeing the investment agreement took no action to rectify or change the terms of the contract,” the police reported.
Legal Consequences for the KMD Official
Due to the official’s inaction, the Municipal Chamber Choir “Kyiv” was forced to pay over 1.3 million UAH over three years, funds that could have been directed towards the development of the ensemble.
The official has been notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine — failure to perform or improper performance of official duties due to negligent attitude towards them, resulting in severe consequences. This article provides for punishment in the form of imprisonment for up to five years.
