The Holosiivskyi District Court of Kyiv has decided to suspend Dmytro Zahumenniy from his duties as the head of the Kyiv City State Administration and has placed him under round-the-clock house arrest.

This decision was made at the request of the city prosecutor’s office. The duration of the preventive measure is set until November 28, 2025.
Suspicion of Document Forgery and Abuse of Office
The official is suspected of using forged documents to organize trips abroad, which were presented as official business trips but were actually of a private nature. The investigation claims that these involve trips to Barcelona in 2023 and Florence in 2024. Dmytro Zahumenniy’s actions have been classified under three articles of the Criminal Code of Ukraine.

Pre-Trial Investigation Ongoing
The pre-trial investigation is being conducted by investigators from the Main Directorate of the National Police in Kyiv under the procedural guidance of the Kyiv City Prosecutor’s Office and with the operational support of the Security Service of Ukraine in the capital and Kyiv region.
It is worth noting that in August 2025, Dmytro Zahumenniy was already served a notice of suspicion for embezzling nearly 1.3 million hryvnias of budget funds for the renovation of a private building.
