Sanctions against Russian military personnel

The first package of sanctions includes 127 servicemen of the Russian Federation who participated in missile attacks on Ukrainian critical infrastructure and civilian facilities. Among them are commanders of long-range aviation units of the Russian Aerospace Forces, who have been noted for using over 4,100 air-launched cruise missiles X-101, X-55, X-555, X-22, X-32, as well as air-launched ballistic missiles “Kinzhal”.

“Restrictions have been imposed on the commanders of long-range aviation units of the Russian Aerospace Forces, who used over 4,100 air-launched cruise missiles X-101, X-55, X-555, X-22, X-32 and air-launched ballistic missiles ‘Kinzhal’. In particular, they struck the children’s hospital ‘Okhmatdyt’ in Kyiv on July 8, 2024, and a high-rise building in Ternopil on November 19, 2025, resulting in the deaths of 38 people, including eight children. Among them are those who carried out strikes using FAB-1500 and FAB-3000 on Mariupol in March 2022,” the statement reads.

The sanctions list also includes commanders of missile and artillery units of the ground forces of the Russian Armed Forces. They are responsible for over 1,100 attacks using “Iskander-K” cruise missiles and “Iskander-M” ballistic missiles, which caused numerous destruction and casualties among the civilian population in various regions of Ukraine, including Kharkiv, Sumy, and Chernihiv regions.

Sanctions against civilian cargo vessels

The second presidential decree concerns 29 civilian cargo vessels used for transporting goods for the benefit of Russian military structures. These vessels are involved in regular transportation of weapons, ammunition, military equipment, and personnel of the Russian Ministry of Defense. Most of the mentioned vessels are already under sanctions from the United States, the European Union, and the United Kingdom. Ukraine plans to work with international partners to synchronize restrictions regarding the remaining vessels.

Previously, Ukraine had already imposed sanctions against companies and individuals from the Russian Federation that support the functioning of the Russian military-industrial complex. Since the beginning of the full-scale invasion of Russia into Ukrainian territory, a number of Western countries have imposed sanctions aimed at weakening Moscow’s military potential and limiting access to technologies. Despite this, Russia continues to find ways to circumvent restrictions and continues to receive foreign components for its military production.
