Venislavsky on the New Mechanism for Military Rotation in Ukraine

The Ministry of Defense of Ukraine has introduced a new rotation mechanism at the front, which will provide «several months of rest» after «90 days of continuous service and participation in combat operations». This was reported by Ukrainian MP and representative of the «Servant of the People» faction, Fedir Venislavsky, on the Radio Liberty program.

Alternative to Demobilization

According to Venislavsky, the new rotation mechanism could serve as an alternative to the demobilization law. «This is a mechanism that the Minister of Defense also mentions. After 90 days of participation in combat operations, a serviceman will have the right to rest for several months. This is an alternative to discharge or establishing clear service terms…”, the MP emphasized.

Venislavsky noted that it is «impossible to regulate this at the legislative level», so it is likely that «subordinate regulatory acts, directives from the Commander-in-Chief of the Armed Forces» will be needed for implementation. «It should be a directive or a decision from the command, or an order from the Commander-in-Chief… After all, it is impossible to account for all the specifics of combat operations at the level of law», the MP added.

Laws and Reality at the Front

He also reported that a law regarding clear service terms has already been developed, but there are currently no opportunities for its adoption. «Recently, information was received by the Committee on National Security, Defense and Intelligence from Minister of Defense Rustem Umerov, indicating a developed legislative initiative. It provides for various options for discharge from military service after 36, 12, or 18 months of continuous service in the combat zone. However, the General Staff has its own positions, as in these conditions, the adoption of such a law could lead to mass discharges of military personnel, which would have negative consequences…”, Venislavsky summarized.

It is worth noting that President of Ukraine Volodymyr Zelensky previously stated that in the event of mass discharges from the army, the situation could escalate, as «Russian President Vladimir Putin… will kill everyone».

The Ministry of Defense of Ukraine also stated that time is needed to develop a demobilization law, which is important for many servicemen and their families, who consider its absence the main reason for unauthorized departures from units and desertion.

In early January 2025, the Verkhovna Rada adopted a law that continues the possibility of registering servicemen who have committed unauthorized departures from units and voluntarily returned to their military units.

According to Ukrainian legislation, mobilization applies to military personnel aged 25 to 60 years.
