The President of Ukraine, Volodymyr Zelensky, has signed decrees that implement three decisions of the National Security and Defense Council regarding the alignment of Ukrainian sanctions with the sanctioning policy of the European Union. These documents officially establish the synchronization of Ukrainian restrictions with the corresponding EU sanctions.
Essence of the Decisions and Scale of Sanctions
As noted, the synchronization of sanctions has become the first step towards the full harmonization of Ukrainian economic pressure measures with those of Europe. In total, 403 individuals and 188 legal entities have been sanctioned, allowing Ukraine to align its sanctions with the ninth, tenth, eleventh, twelfth, thirteenth, and fourteenth packages of EU sanctions.
Additionally, Ukraine has synchronized its decisions with the EU’s sanctioning policy regarding individuals involved in human rights violations in Belarus. Ukraine has also taken into account the EU’s decisions from 2011 and 2020–2025 concerning individuals linked to human rights violations in Iran and the provision of military support to Russia in its war against Ukraine.

Decisions have also been synchronized regarding individuals involved in human rights violations in Belarus, as well as decisions made by the European Union in 2011 and 2020–2025 concerning individuals linked to human rights violations in the Islamic Republic of Iran and military support for Russia in its war against Ukraine,” reports the President’s Office.
Next Steps and Ukraine’s Expectations
The Ukrainian authorities have stated that they continue to prepare subsequent sanction packages for further complete synchronization of the sanctioning policy with international partners. Official Kyiv expects the international community to fully reflect and support Ukraine’s sanctions in their own national decisions.
On June 27, President Zelensky signed a decree that implements the NSDC’s decision to unify the sanctioning pressure of Ukraine, the EU, and the G7 countries on Russia and related states. The aim of these measures is to enhance the negative consequences for the Russian Federation for the war it has waged against Ukraine.
Ukraine’s official position emphasizes that the synchronization of sanctions is aimed at increasing international pressure on Russia and its allies in response to the criminal and unprovoked aggression against the Ukrainian state.
