Zelensky Appoints Oksana Markarova as Advisor on Reconstruction and Investment

President of Ukraine Volodymyr Zelensky has appointed Oksana Markarova as his non-staff advisor on issues of national reconstruction and attracting investments. The relevant decree No. 872/2025 has already been published on the official website of the president.

Markarova’s Tasks and Strategic Goals for Ukraine

Zelensky emphasized that Markarova will continue to work for the benefit of the state in her new role. The president highlighted:

“Starting today, Oksana Markarova will continue to assist our state as my advisor on the reconstruction of Ukraine and investments. We will definitely protect our independence and Ukraine’s right to be a sovereign European state. We are ensuring Ukraine’s ability to defend itself and have been resisting full-scale Russian aggression on a daily basis for almost 4 years. Despite all the difficulties, we are providing Ukraine with the necessary weapons, air defense systems, and sufficient resources for internal resilience.”

The president stressed that the priority is the long-term goal – to create conditions for comprehensive reconstruction and a return to “normal economic development.” Zelensky noted that this task requires coordinated work from the government, state institutions, and businesses, and that everyone who can help Ukraine in this should join the process.

Diplomatic Experience and Reasons for Markarova’s Replacement

Oksana Markarova served as Ukraine’s ambassador to the United States from February 2021 to August 2025. Early in the current term of the American president Donald Trump, discussions arose regarding her possible replacement in this position. There was dissatisfaction within the Republican Party regarding Markarova’s involvement during the election campaign in the U.S.

At the end of September, U.S. House Speaker Mike Johnson, a member of the Republican Party, demanded Markarova’s dismissal after she organized President Zelensky’s visit to an ammunition manufacturing plant in Pennsylvania. Only representatives of the Democratic Party were present at that event, which caused additional tension among Republicans.
