Zelensky and Stubb Discuss Preparation for Negotiations in the USA and Increasing Pressure on Russia

Ukrainian President Volodymyr Zelensky had a phone conversation with Finnish President Alexander Stubb, during which the parties discussed key aspects of preparing for upcoming negotiations in the United States and coordinated efforts regarding diplomatic pressure on the Russian Federation.

Details of the Negotiations and Diplomatic Prospects

During the conversation, the heads of state exchanged information about Russia’s current positions and assessed the existing diplomatic prospects for resolving the armed conflict. Zelensky emphasized the importance of a shared understanding of the situation among international partners and the need to increase pressure specifically on Russia as the main cause of the war, rather than on Ukraine.

“I informed Stubb about what the Ukrainian delegation is preparing for the negotiations in America, as well as the signals we have received from the American side. There will be a lot of work this week with partners in Europe, and it is important that we all have a unified understanding of the situation and recognize that pressure on Russia as the sole cause of this war, rather than on Ukraine, can genuinely work towards peace,” Zelensky concluded.

Defense Support and Further Initiatives from Finland

In October 2025, Finland approved its 30th package of defense assistance for Ukraine. It was approved by President Alexander Stubb at the initiative of the government. The cost of the new package is estimated at approximately 52 million euros, with the majority of the assistance being formed through new orders from Finnish defense companies. Overall, since the beginning of the full-scale war, Finland has provided military equipment to Ukraine worth about 2.9 billion euros, making it one of the largest donors of support relative to the size of its economy.

Finnish Minister of Defense Antti Hakkarainen emphasized that Finland is also participating in the PURL initiative, which involves the procurement of critical weapon systems for Ukraine from the United States.

Since spring 2025, the Finnish Ministry of Defense has been implementing a program to support Ukraine by purchasing products from its own defense industry. The goal of this initiative is to meet the critical needs of the Ukrainian Armed Forces, ensure the suitability of the products for donation, and protect the production and logistics capabilities of Finnish companies.

Finland continues to actively support Ukraine on the international stage. President Alexander Stubb plays an important role in negotiations between European Union leaders and U.S. President Donald Trump regarding the resolution of the armed conflict and further support for Ukraine.
