President of Ukraine Volodymyr Zelensky signed the documents necessary for the ratification of the Agreement on the establishment of a Special Tribunal for the crime of aggression by the Russian Federation against Ukraine. The head of state announced this on July 1.

Ratification Procedure and Next Steps
Zelensky reminded that Ukraine recently concluded this agreement with the Council of Europe. Now, after the president’s signature, the document must be promptly ratified to initiate the process of establishing the tribunal itself.
“I also instructed to process and submit the necessary legislative changes to the Verkhovna Rada of Ukraine as soon as possible, so that everything on our side is ensured one hundred percent for the full implementation of the agreement on the establishment of the tribunal. I ask the members of parliament to consider this issue urgently,” the head of state stated.
The president emphasized the importance of quickly presenting a clear action plan, which should be prepared by the Ministry of Foreign Affairs of Ukraine and the Office of the President. This is necessary for the implementation of the agreement, the launch of the tribunal’s work, and ensuring effective cooperation with international partners.
International Support and Accountability of Russia
According to Zelensky, this year Russia should already feel the inevitability of accountability for its actions, as the process of holding it accountable for the crime of aggression moves into a practical phase. The president stressed that holding the Russian Federation accountable is a global interest for everyone who values peaceful life for their citizens.
On June 25, Volodymyr Zelensky, together with the Secretary General of the Council of Europe, Marija Pejčinović Burić, signed the agreement on the establishment of a Special Tribunal to investigate the crime of aggression against Ukraine. Subsequently, the president instructed the Office of the President and the Ministry of Foreign Affairs to formulate a clear plan of practical steps, which includes finalizing agreements with international partners, launching the institution, and ensuring its effective operation.
