The European Union has approved the provision of the seventh tranche of financial assistance to Ukraine amounting to nearly €2.8 billion under the Ukraine Facility program. This decision was made by the EU Council, noting Ukraine’s progress in implementing the necessary reforms and steps outlined in the program.

Meeting conditions for funding
The EU emphasized that this amount became possible due to Ukraine successfully completing eleven out of twenty steps required to receive the seventh tranche. In addition, Ukraine has completed several steps that were planned for the fifth and sixth tranches. EU Council representatives noted that some reforms were implemented ahead of schedule, including two steps for the eighth tranche and two steps for the ninth tranche. Thanks to a new methodology approved by the European Commission, Ukraine will receive compensation for this early implementation for the first time.
Progress in implementing the Ukraine Plan
Funding under the Ukraine Facility is provided in accordance with the Ukraine Plan, which outlines the strategy for the country’s recovery, modernization, and reform, as well as a timeline for implementing reforms that aim to bring Ukraine closer to EU membership in the coming years. The current seventh tranche follows the sixth tranche of approximately €2.3 billion, which was provided in December 2025.
“Thank you to the Verkhovna Rada for supporting important decisions and for our joint work. As of the end of May 2026, a total of 86 steps of the Ukraine Plan have already been completed through our joint efforts, with another 65 in the process of implementation. We continue to implement reforms together and move along the path of European integration,” she wrote in a telegram.
Ukraine’s Prime Minister Yulia Svyrydenko thanked European partners for their support and expressed gratitude to the Verkhovna Rada for adopting important decisions, highlighting significant progress in implementing the Ukraine Plan for the fourth quarter of 2025. She also reported that since the start of the Ukraine Facility program in 2024, Ukraine has already received €26.8 billion.
The Ukraine Facility program was launched in 2024 and is designed for four years. The total amount of funding allocated for Ukraine under this program is approximately €50 billion.
