Special attention was given to close cooperation with the United States and Europe’s role in ensuring a just peace for Ukraine.

European Union Allocates 90 Billion Euros for Ukraine
During the negotiations, Zelensky announced the important decision of the European Council, which approved the provision of financial aid to Ukraine amounting to 90 billion euros for 2026–2027. The President expressed gratitude to Poland for supporting this step and noted that among other topics of the meeting were economic cooperation, joint infrastructure, and defense projects within the SAFE program. In particular, discussions included the joint production of drones and interceptors.
Poland’s Position and Russia’s Reaction
Polish Prime Minister Donald Tusk posted a short video of his meeting with Zelensky, in which he welcomed the EU’s decision regarding financial aid for Ukraine. He emphasized that the aggressor must be held accountable for the damages caused and expressed confidence in strengthening Ukraine’s position on the international stage.
“I am quite sure that your position against Russia is much better now. You have stronger cards,” joked the head of the Polish government.
EU leaders finalized the financial support package for Ukraine for the next two years on the night of December 19. This involves a loan guaranteed by the EU budget, rather than the so-called reparations loan that had been actively discussed earlier. The reparations loan envisioned the use of revenues and the remaining frozen Russian assets, which are estimated to total around 210 billion euros in Europe.
The Russian Federation categorically opposes any attempts to confiscate its assets and describes the potential use of these funds for the benefit of Ukraine as illegal appropriation.
