NABU Detective Explains His Role in the Investigation of the ‘Mindyich Tapes’ Case

Ruslan Magamedrasulov, a detective from the National Anti-Corruption Bureau of Ukraine, recently shared his involvement in the investigation known as the ‘Mindyich Tapes’ in an interview. According to him, he was responsible for organizing the documentation of the actions of the case participants — individuals with code names ‘Karlson’ and ‘Sugar Man’.

Distribution of Responsibilities in the Investigation

Ruslan Magamedrasulov emphasized that he did not deal with technical aspects, such as installing special equipment or processing audio recordings. He highlighted that his unit’s tasks are organizational: coordinating the process, involving agents, and choosing methods of interaction — depending on the situation. Technical implementation is assigned to specially authorized units.

“There are those who technically implement this – it is not us. Our task is general organizational: we organize all processes, but we do not execute them technically. Special authorized units work with the technology,” the detective explained.

Magamedrasulov noted that materials regarding the participants with code names reached his unit in 2024. He added that he had no information about possible connections of these individuals with the president’s entourage and acted within his responsibilities, coordinating work in the Dnipropetrovsk and Zaporizhzhia regions.

Progress of the Case and Reaction of the Suspects

The detective suggested that his activities in this case could have led to certain accusations against him, but he emphasized that all similar materials are investigated similarly and do not have special status among other NABU investigations. He shared that over his ten years of work, he has repeatedly faced pressure, searches, and threats.

On November 10, NABU announced the disclosure of a criminal organization that, according to the investigation, systematically received illegal benefits from ‘Energoatom’ contractors amounting to 10–15% of the contract value. In this case, eight individuals were announced as suspects, including businessman Timur Mindyich (‘Karlson’), former advisor to the Minister of Energy Igor Mironyuk (‘Rocket’), and Alexander Tsukerman (‘Sugar Man’), who was involved in the ‘back office for money laundering’.

Alexander Tsukerman (‘Sugar Man’) publicly rejected the accusations from NABU and SAP, promising to return to Ukraine. Timur Mindyich, according to law enforcement sources, left Ukraine on the night of November 10 and has not commented on the events. Both have been declared wanted.
