EU Approves Recommendations for Gradual End of Temporary Protection for Ukrainians

The Council of the European Union has approved a concept that outlines further actions regarding displaced persons from Ukraine. The main focus is on ensuring sustainable return and reintegration of Ukrainians to their country when the appropriate conditions arise, as well as on the gradual transition to other residence statuses in EU member states.

Preparation for the End of Temporary Protection

The adopted recommendation emphasizes that the EU is developing a coordinated approach for the gradual cancellation of temporary protection status if the situation in Ukraine becomes safe for the return of displaced persons. Member states are encouraged to provide Ukrainians with national residence permits—specifically based on employment, education, or training.

Voluntary Return Programs and the Future of Protection

EU countries must also ensure the implementation of voluntary return programs, which will operate for a specified period and will be coordinated with the Ukrainian authorities and among themselves.

“Member states must also provide voluntary return programs, valid for a limited period, and coordinate the conditions of these programs with the Ukrainian authorities and other member states.”

It is noted that since March 2022, over four million Ukrainian displaced persons have sought asylum within the EU.

Currently, temporary protection for Ukrainians in the European Union will remain in effect until March 4, 2027. Displaced persons who cannot return home due to Russia’s war against Ukraine can expect continued support from European countries and a smooth transition to new opportunities for residence or return.
