Experts from the Bureau of Economic Security of Ukraine conducted monitoring of public procurement and recorded a number of violations in a tender announced by one of Kyiv’s municipal enterprises. The work involved updating the road surface for an amount exceeding 18 million hryvnias.
Violations of Tender Legislation
During the analytical study, Bureau employees established that a participant in the bidding process committed significant violations of tender rules. In particular, there was an unreasonable inflation of prices for material resources, as well as a lack of verified documents regarding the qualifications of the workers involved in the execution of the work.
“During the analytical study, the Bureau specialists identified a number of violations of tender legislation committed by the participant in the bidding process. In particular, inflated prices for material resources were found, as well as a lack of confirmation of the presence of adequately qualified workers,” the statement reads.
Recommendations to the Customer and Rejection of the Proposal
Considering the identified risks, the employees of the Bureau of Economic Security sent a recommendation letter to the customer of the work with a detailed description of the identified violations. Based on the received recommendations, the participant’s proposal was rejected, which helped avoid potentially unjustified expenses from the city budget.
