Authorities Shut Down Underground Workshop for Producing Fake Driver’s Licenses in Kyiv

In the capital, law enforcement uncovered an organized group that established an underground operation for producing fake driver’s licenses and other official documents.

Investigators found that the illegal activity was organized by a 62-year-old resident of Kyiv. He involved three acquaintances in the scheme: a married couple, aged 54 and 56, who were directly engaged in producing the documents, and a 61-year-old resident of the Kyiv region, who found clients through personal connections.

Operation Scheme and Prices for “Services”

The production of fake driver’s licenses and other official papers took place using specialized equipment that the perpetrators kept at their homes. The cost of the forged documents ranged from 400 to 450 US dollars. After production, these documents were sent by mail throughout Ukraine.

“During the pre-trial investigation, police established that the illegal mechanism for the production and sale of forged documents was organized by a 62-year-old Kyiv resident, who involved three of his friends in the operation. The elderly couple, aged 54 and 56, was engaged in producing licenses and other official documents using equipment located in their home, while another accomplice, a 61-year-old resident of the Kyiv region, sourced clients through so-called ‘word of mouth,'” police reported.

Seized Equipment and Accountability

During the searches, law enforcement seized printing equipment, rough notes, and means for producing forged documents. All four participants in the group have been charged under part 3 of Article 199, part 3 of Article 28, and part 3 of Article 358 of the Criminal Code of Ukraine. The defendants face up to 12 years in prison for forgery, sale of official documents, and illegal use of holographic security elements.
