The Cabinet of Ministers of Ukraine has made a decision that significantly simplifies access for defense industry enterprises to state property without conducting an auction. The corresponding resolution was developed by the Ministry of Defense and expands the circle of entities that can take advantage of the simplified rental procedure.

Expansion of rental rights for defense enterprises
From now on, the right to rent state property without an auction is granted not only to serial manufacturers of missile systems, previously identified as critically important for the economy during a special period, but also to developers of new, upgraded, or modified types of missile weapons, as well as manufacturers of military explosives.
To obtain the right to rent, the enterprise must meet three key criteria:
- have the status of being critically important for the defense industry or the Armed Forces, as defined by the Ministry of Defense, during a special period;
- be registered in the electronic register of participants in the selection of state contract executors;
- belong to one of the categories of manufacturers or developers defined by the resolution.
Impact on defense capability and the economy
As noted by Prime Minister Yulia Svyrydenko, this decision will contribute to the faster opening of new production sites and an increase in the volume of production for the needs of the Defense Forces of Ukraine.
“Ukrainian manufacturers are capable of significantly increasing production, and accordingly enhancing our military’s advantage on the battlefield,” she added.
At the beginning of May, the government also initiated an increase in defense spending in the state budget for 2026. This comes against the backdrop of agreeing on a large loan from the European Union amounting to 90 billion euros, intended for 2026–2027.
