A special commission has discovered serious damage to the life support systems in the Gulliver shopping and office complex, indicating signs of deliberate external interference with the operation of the equipment.

Identified Damages and Consequences for the Complex
During the inspection of the complex’s engineering systems, in the presence of law enforcement representatives, artificial blocking of the power supply systems, damage to backup energy equipment, and emergency shutdown of critical safety systems due to the inability to provide backup power were recorded. Among other things, specialists noted the absence of key components and units belonging to the engineering and IT infrastructure of the building, the cessation of water supply and sewage operations, damage to cable networks and alarm systems, as well as the lack of technical documentation for the equipment.
“Based on the results of the inspection of the life support systems of the Gulliver shopping and office complex, the consortium of state banks will initiate the prosecution of all responsible parties for administrative and criminal liability,” the statement said.
Restoration Measures and Further Actions
All these facts, as emphasized by representatives of the companies responsible for managing the complex, indicate deliberate sabotage, intentional removal, damage, and illegal transportation of equipment critical to the functioning of the facility.
Currently, procurement and installation of new equipment are underway to restore the operation of the complex. Service contractors are conducting additional inspections and testing of all systems — energy, gas, ventilation, water supply, and drainage.
The bank noted that by next week, the consortium of banks will receive interim results of the testing of the building’s life support systems. Based on this data, further timelines for implementing the restoration plan for the Gulliver shopping and office complex will be determined. The complex’s readiness for safe operation must be preliminarily approved by the State Emergency Service.
