People’s Deputy from the ‘Servant of the People’ faction Roman Kaptelov indicated in his declaration for 2024 the employment of his wife, a citizen of the Russian Federation, at a Moscow state institution and declared over one million rubles in cash, but did not mention the family’s real estate in Moscow. This raised concerns and attracted the attention of journalists, particularly in the investigation ‘Schemes’ regarding the assets and property rights of the deputy’s family.

Declaration and Hidden Property
In the declaration submitted by the deputy in March of this year, he noted the workplace of his wife Yevgenia — ‘OSP No. 195 OKTs YUAO’, but did not specify the exact location of the institution or her salary, stating only that ‘the family member did not provide information’. At the same time, in the ‘cash assets’ section, he declared 1 million 250 thousand rubles in cash owned by Yevgenia Kaptelova.
It was previously revealed that the family flew to Istanbul on January 22, 2022, and on the same day, heading to Moscow, left Turkey. In Russia, the deputy’s wife was engaged in family nutrition and psychosomatics, and at the end of 2023, she was employed at a state cultural institution called ‘Association of Cultural Centers of the Southwestern Administrative District’.
Property and Real Estate in Moscow
An extract from the Russian pension fund showed that in December, the deputy’s wife received a salary of 52 thousand rubles — about 21 thousand hryvnias. Over nine months in 2024, she earned over 700 thousand rubles, which is approximately 300 thousand hryvnias. Journalists noted the cooperation of the institution where the wife works with the Russian organization ‘Warrior’, established by Putin’s order, aimed at nurturing a new generation of patriots and defenders of Russia.
Regarding real estate in Moscow, the investigation indicated that a third of an apartment in the Russian capital is registered in the name of the deputy’s wife and children. On specialized Russian real estate sales websites, advertisements were found for the sale of a similar apartment in a neighboring building at a price of 420 thousand rubles per square meter (about 175 thousand hryvnias). Estimates suggest that the cost of 100 square meters of such real estate could be around 17.5 million hryvnias. The value of the share in this apartment belonging to the wife and children is estimated at approximately 6 million hryvnias; however, these assets were not declared by the deputy.
Lawyer of the NGO ‘Center for Combating Corruption’ Oleksiy Boyko emphasized that a people’s deputy is obligated to declare the property and real estate of their minor children, regardless of when it was acquired, even if it is located in Russia.
After the investigation, journalists sent written questions to Kaptelov, to which they are awaiting responses. It is known that his wife is still registered as married to him and is the mother of his children; however, the deputy himself denies having any Russian property or real estate.
Kaptelov stated that he declared all his assets and his wife’s income, emphasizing that these are specifically Ukrainian data. At the same time, he assured that his personal life is a private matter and does not affect his parliamentary duties, and he considers security issues to be exclusively personal.
Journalists also found out that during the full-scale invasion of Russia, the deputy traveled abroad several times, and the dates of these trips coincide with his wife’s departures. In response to questions about such trips, he stated that they were for official purposes and related to personal circumstances, but did not provide supporting documents.
A criminal investigation is currently underway regarding the possible false declaration by the deputy from ‘Servant of the People’.
