The head of the children’s and youth sports school “Kozak” is suspected of embezzling budget funds

Law enforcement agencies have announced charges against the director of the comprehensive children’s and youth sports school “Kozak,” which is under the Department of Youth and Sports of the Kyiv City State Administration. The official is suspected of illegally transferring a significant amount of budget funds to a contractor for work that was not actually performed.

Embezzlement Scheme and Investigation Details

According to the investigation, the head of the institution entered into a contract with a contracting organization for the capital repair of the premises of the sports school located in the Desnyanskyi district of the capital. However, it was established that the repair work stipulated in the agreement was not completed in full. Despite this, the director, fully aware of the false information being included in the acts of completed work regarding the cost and scope of the repair activities, signed the relevant documents.

“The work defined by the agreement was not completed in full, while the suspect, fully aware that false information regarding the cost of repair work and materials used was included in the acts of completed work, acted in collusion with a group of individuals, pursuing a selfish motive, and signed these acts. Subsequently, money was transferred to the contractor according to the signed acts,” the prosecutor’s office stated.

Losses and Criminal Liability

According to the results of the examination, the financial losses to the city budget amounted to nearly 750,000 hryvnias. The actions of the official have been classified under part 4 of Article 191 of the Criminal Code of Ukraine – embezzlement of someone else’s property by an official abusing their official position, committed in collusion by a group of individuals in large amounts during martial law.

The penalty for the specified article provides for imprisonment for a term of five to eight years, along with deprivation of the right to hold certain positions or engage in specific activities for up to three years.
