The European Commission commented on the national consultations held in Hungary regarding Ukraine’s potential membership in the European Union, emphasizing that these consultations are optional. This statement was made by European Commission spokesperson Guillaume Mercier.
“Our position is very clear. We take into account the results of these national consultations. The Hungarian government convened and organized this optional consultation. And, as you know, national consultations are a matter for national authorities,” Mercier said at a briefing.
Results of the Referendum in Hungary on Ukraine
On June 26, Hungary concluded the advisory referendum regarding Ukraine’s accession to the EU. According to Prime Minister Viktor Orban, 95% of participants in Voks2025 opposed Ukraine’s membership in the European Union. A total of 2 million 284 thousand people participated in the voting, of which 2 million 168 thousand voted against, while 5% supported Ukraine’s European integration.
According to the Hungarian publication Telex, this number of votes represents approximately 29% of the total number of voters in the country, where, as of 2023, 9.5 million people resided.
Hungary’s Position and Context of the Voting
The initiator of the Voks2025 was Prime Minister Viktor Orban. The advisory referendum began in the spring and ran from April to June 20, 2025. Hungarian citizens had the opportunity to participate in voting both at special polling stations and online.
The Hungarian government, particularly Prime Minister Orban and Foreign Minister Peter Szijjarto, have repeatedly demonstrated their allegiance to the Kremlin. Following the onset of Russia’s full-scale aggression against Ukraine, Budapest has regularly made statements that contradict the EU’s overall policy regarding support for Ukraine.
The European Commission spokesperson specifically emphasized that Ukraine continues to implement necessary reforms even amid significant challenges currently facing the country.
