The United States supports the end of the war between Russia and Ukraine; however, the signing of a peace agreement is only possible with the consent of both parties to the conflict. This was stated by US Secretary of State Marco Rubio, emphasizing that Washington has no intention of imposing any solutions.

US Position on Peace Settlement
According to Rubio, the key role in achieving peace belongs directly to Kyiv and Moscow. The American diplomat noted that the task of the US is not to pressure the participants in the conflict but to facilitate dialogue between them. Rubio stressed that the war is still ongoing due to the influence of a number of complex factors and emphasized that only the United States is capable of negotiating with both sides of the conflict.
“This is not our war; it is a war on another continent. We have interests there, we have a stake in this war, but it is not our war, strictly speaking. But everyone tells us, I think everyone agrees, that there is only one country, one entity on earth that can talk to both sides and determine whether there is a possibility to end this war peacefully. And that is the United States.”
Rubio emphasized that US President Donald Trump has held more meetings with foreign leaders regarding the war in Ukraine than on any other issue, including trade relations. Washington is trying to determine whether there is potential for compromise between Russia and Ukraine.
Recent Negotiations and Preparation for New Meetings
The diplomat noted that wars usually end either with the capitulation of one side or through diplomatic agreements. In his opinion, capitulation is not expected in the near future, so a peaceful settlement is only possible through compromise, where each side gains something and gives up something. The US is trying to understand what concessions Russia and Ukraine are willing to make to achieve peace, but the final decision will remain with them.
Marco Rubio emphasized that the United States has no intention of imposing any agreement but seeks to find out what steps the parties are willing to take to end hostilities. He noted that the process is lengthy and complex, but some progress has already been made.
Meanwhile, ahead of this, the Institute for the Study of War reported that Russian President Vladimir Putin continues to adhere to maximalist goals regarding the war in Ukraine, which were defined at the beginning of the full-scale invasion in 2022.
On December 20-21, a meeting will take place in Miami, Florida, between a Russian delegation and representatives from the US to discuss ways to resolve the war. During the negotiations, the American side will present to Moscow the outcomes of the latest rounds of talks with Kyiv and European partners.
Immediately before these negotiations, the US plans to hold consultations with the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov. A meeting between the delegations of Russia and Ukraine is not anticipated.
Recently, Washington has intensified efforts to achieve a peace agreement between Moscow and Kyiv. After several rounds of negotiations, a draft document more acceptable to Ukraine has been prepared; however, disagreements remain regarding territorial issues and security guarantees.
