Significant financial violations recorded at the National Academy of Sciences of Ukraine

Financial violations amounting to over 17 million hryvnias have been discovered at the Palladin Institute of Biochemistry of the National Academy of Sciences of Ukraine. These violations were documented during a control audit.
Details of the Detected Financial Violations
According to information provided by the State Audit Office of Ukraine, the audit covered the period from 2021 to 2023. During the inspection, it was established that 5.1 million hryvnias from the state budget’s general fund were spent by the Institute not on applied scientific research, but on activities related to the analysis and structuring of already known information. Additionally, another 624 thousand hryvnias were allocated for research work that was never included in the thematic research and development plans.
“The results of the control audit revealed facts of ineffective management of funds exceeding 17 million hryvnias, some of which exhibit signs of criminal offenses,” the report states.
Violations Contradict the Statutory Objectives of the Institute
The charter of the Palladin Institute of Biochemistry defines that its primary purpose is to conduct research to acquire new knowledge in the field of biochemistry, develop pharmaceuticals, and implement scientific developments into practice. The violations identified by auditors indicate that a significant portion of budget funds was used improperly, which may suggest ineffective use of funding and violations of legal requirements.
