The organizer of a large-scale financial scheme related to the embezzlement of budget funds has been uncovered.

In the case where former director of the Department of Social and Veteran Policy of the Kyiv City State Administration, Ruslan Svitlyi, was recently detained, law enforcement considers the deputy head of the “Psychiatry” clinical hospital to be the key organizer of the scheme. This became known after analyzing the materials of the case posted in the Unified State Register of Court Decisions.
Details of the Detention and Evidence
The official was detained by law enforcement at a checkpoint in the Lviv region at the state border while attempting to leave Ukraine. During the search of his Porsche Cayenne, registered in 2023, documents were found, including a presumably forged disability certificate.
“Law enforcement considers the deputy head of the psychiatric hospital to be the main organizer of the scheme,” report journalists who investigated the materials of the case posted in the Unified State Register of Court Decisions.
Charges and Further Proceedings
Journalists remind that back in December 2024, Ruslan Svitlyi was accused of obtaining a forged disability certificate. According to the investigation, Svitlyi and his accomplices embezzled a significant portion of the budget allocated for veteran assistance. The operation to uncover the scheme of evading responsibility in the subordinate department was conducted by the Security Service of Ukraine. It is expected that in the near future, the defendants in the case will be formally charged and further procedural actions will be determined.
