Former Deputy Head of the Kyiv City State Administration Charged with New Land Corruption Allegations

A large-scale anti-corruption operation is underway in Kyiv, during which the former deputy head of the Kyiv City State Administration and his accomplice have been charged with new allegations regarding land and budgetary fund manipulations.

Scheme for Acquiring Land Through Fake Structures

The investigation has established that in 2023-2024, the suspects organized the registration of fictitious individuals as the so-called “builders” of structures that, according to documents, were constructed back in the 1990s. Subsequently, these properties were acquired by controlled companies that submitted applications to the Kyiv City Council for the formation of land plots for servicing the “buildings” and transferring them for use.

To secure land rights, according to the investigation, a member of the Kyiv City Council, the head of the land commission, was involved in the scheme. Primitive structures—so-called “toilets”—were constructed on the specified plots, technical passports were produced, and ownership rights to these properties were registered.

Corrupt Payments and Expense Accounting

In addition to manipulating documentation, the suspects made payments to unidentified representatives of law enforcement and regulatory bodies to prevent them from responding to the illegal construction. The participants in the scheme meticulously recorded all expenses, maintained accounts of funding sources, amounts, and directions of fund usage in special tables.

In total, nine individuals are suspected in the land corruption case within the Kyiv City Council, two of whom are currently on trial. An indictment has already been issued against another participant. Investigative actions are ongoing.

According to unofficial information, former Deputy Head of the Kyiv City State Administration Petro Olenych is under suspicion. Among other figures in the investigation are Mykhailo Terentiev, the head of the permanent commission of the Kyiv City Council on architecture, urban planning, and land relations (“UDAR” faction), Kyiv City Council deputy from “Batkivshchyna” Olena Marchenko, and former Kyiv City Council deputy Denys Komarnytskyi, who has been declared wanted.
