French President Emmanuel Macron announced the launch of a new working group focused on security guarantees for Ukraine. This initiative is being implemented within the framework of the so-called “coalition of the willing.”

According to Macron, France and the United Kingdom will lead the newly formed group, with Turkey playing an important role in its operations due to its significant influence in maritime affairs. For the first time, the United States will also participate in this work.
“In the coming days, we will finalize the contributions of each party and finalize these security guarantees,” Macron said.
Updated Peace Plan and the Position of the International Community
On November 23, negotiations took place in Geneva between delegations from the United States and Ukraine regarding the peace plan proposed by the Trump administration to end the war. As a result of the negotiations, the parties prepared an updated concept that, as stated in a joint declaration, fully supports Ukraine’s sovereignty and aims to ensure a just peace.
Media reports indicate that the new plan includes 19 points instead of the initial 28, with provisions such as limitations on the size of the Ukrainian Armed Forces and amnesty for war crimes removed.
The previous version of the proposals was criticized by Ukraine’s allies, who called it a “wish list from the Kremlin,” and expressed concern that the Trump administration might pressure Kyiv into signing an agreement on terms favorable to Moscow. According to Reuters, the 28-point plan was a surprise even to some members of the U.S. government.
Russian President’s spokesman Dmitry Peskov stated that Moscow considers the initial Trump plan as “a very good basis for negotiations” and understands that adjustments are being made during consultations. At the same time, he noted that Russia has not yet received updated proposals for a peaceful settlement. Peskov also mentioned that he has no information regarding negotiations between U.S. representative Daniel Driscoll and the Russian delegation in Abu Dhabi.
