Head of the ‘Kyivteploenergo’ Department Suspected of Embezzling Over 910 Thousand Hryvnias

The head of one of the departments of the municipal enterprise ‘Kyivteploenergo’ is suspected of embezzling budget funds due to overpayment to a contractor of more than 910 thousand hryvnias during the repair of heating networks.

Details and Nature of the Suspicion

Investigators from the Podil Police Department have reported suspicions against the official of ‘Kyivteploenergo’ for negligence in office, which resulted in significant financial losses. It has been established that in March 2023, ‘Kyivteploenergo’ entered into a contract with a private company for the repair of heating networks in the ‘Troieshchyna’ neighborhood. Approximately 9.4 million hryvnias were allocated from the city budget for this purpose.

Mechanism of Overpayment and Legal Consequences

According to law enforcement officials, the head of the department failed to properly monitor the prices of construction materials and approved a budget estimate from the contractor, the prices of which significantly exceeded market rates. As a result, during the procurement of asphalt concrete and gravel-sand mixtures, the enterprise overpaid by more than 910 thousand hryvnias.

“Within the framework of this contract, the suspect, who holds the position of head of one of the departments, did not conduct proper monitoring of prices for construction materials and approved the budget documentation from the contractor, whose price proposal was significantly higher than the available market offers,” the police reported.

The official is charged with negligence in office that led to serious consequences (part 2 of Article 367 of the Criminal Code of Ukraine). This article provides for up to five years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for up to three years, as well as a fine ranging from 250 to 750 non-taxable minimum incomes of citizens, or without it.

The pre-trial investigation in the case is ongoing.
