Kaja Kallas: The Size of the Russian Army Must Be Limited Under a Peace Agreement

During her speech at the Munich Security Conference, EU High Representative for Foreign Affairs Kaja Kallas emphasized the importance of strict conditions for reaching a peace agreement between Ukraine and Russia. She warned that there is a risk that Russia could gain more concessions at the negotiating table than on the battlefield.

The European Union’s Position on the Conditions of a Future Agreement

Kallas outlined a number of key demands that she believes should be considered if an agreement is reached:

  • Limiting the size of the Russian army in line with similar requirements for the Ukrainian armed forces;
  • Compensation for damages caused by Russia to Ukraine;
  • No amnesty for individuals who committed war crimes;
  • Return of illegally deported Ukrainian children to their homeland.

“Russia’s maximalist demands cannot be met with a minimalist response. Consider this: If the Ukrainian armed forces are to be limited in size, then the Russian forces must also be limited; Where Russia has harmed Ukraine, Russia must pay; No amnesty for war crimes; Return of deported Ukrainian children,” Kallas stated, outlining the EU’s positions regarding a potential peace agreement in the war between Russia and Ukraine.

The Current Position of Russia and Ukraine’s Reaction

As of now, Russia is not showing any willingness to establish a ceasefire in the war against Ukraine. Russian Deputy Foreign Minister Mikhail Galuzin stated that Moscow can only guarantee “no shelling” during the time of elections in Ukraine.

Furthermore, Russia has expressed its readiness to discuss with the U.S. and other countries the possibility of temporary external governance of Ukraine under the auspices of the UN.

Ukrainian President Volodymyr Zelensky previously noted that elections in Ukraine are only possible after at least two months of ceasefire on the front. He also mentioned that Ukraine might consider the possibility of declaring a ceasefire for the Russians if elections are held in Russia.
