Klychko’s Deputy Detained and Placed Under House Arrest in Kyiv

The Holosiivskyi District Court of Kyiv has ruled on the case of Deputy Mayor Volodymyr Prokopiv, placing him under round-the-clock house arrest until June 20. This decision was made as part of an investigation into legal matters related to his activities.

“Volodymyr Prokopiv is required to wear an electronic monitoring device,” reported Iryna Vynokurova, spokesperson for the Kyiv City Prosecutor’s Office. Although several Kyiv City Council members and national deputies offered to take him into custody, the court denied this request, keeping him under house arrest.

Justification and Preliminary Investigation Data

Earlier, media reports surfaced regarding Prokopiv’s possible involvement in illegal schemes for exiting to European Union countries. According to the SBU press service, the deputy head of the Kyiv City State Administration allegedly assisted “draft dodgers” in leaving Ukraine by registering them in the “Shlyakh” system as volunteers collaborating with an Odesa company.

“They were leaving for the European Union in trucks owned by this company, supposedly for humanitarian aid, including fuel for the Armed Forces of Ukraine. However, upon returning to Ukraine, only the company’s regular employees returned with commercial cargo for resale.”

According to the SBU, from May to June 2022, the official facilitated the illegal transport of over 30 potential conscripts abroad through such schemes. He has been charged under two articles of the Criminal Code of Ukraine based on these allegations.

The collected evidence has already served as the basis for notifying the deputy head of the Kyiv City State Administration of suspicion regarding the commission of criminal offenses, which are currently under investigation by the relevant authorities.
