The Department of Industry and Entrepreneurship Development of the Kyiv City State Administration plans to spend nearly one million hryvnias on services provided by the city’s own municipal enterprise. This amount was announced in a statement on the government procurement website, which mentions a contract worth 948,300 hryvnias.

The order is titled «Provision of Services for the Development of the Information System «Industry and Science of the City of Kyiv». The contract will be executed by the Municipal Research Institution «Research Institute of Socio-Economic Development of the City», headed by Serhiy Pavlovskyi.
It is worth noting that this institution was the only contender for participation in the tender, which is explained by the peculiarities and specifics of the work. According to the terms of the contract, the work must be completed by December 31, 2025.
The contract was signed on May 21 by the head of the Department of Industry, Volodymyr Kostykov, and the head of the institute, Serhiy Pavlovskyi. The document states that the purpose of the service is to ensure the support and development of the information system «Industry and Science of the City of Kyiv» as a tool for information support of the capital’s industrial complex, promoting products in domestic and foreign markets, popularizing science and production, as well as developing the export potential of Kyiv manufacturers.
Funding and Contract Features
According to representatives of the Kyiv City Administration, no special requirements or complex specifications for the work were identified during the contract signing process. It is indicated that the funding is provided from the city budget, and the main goal is to support the development of Kyiv’s industrial sector.
“At this time, in the difficult conditions of war, the city authorities are extracting nearly one million hryvnias from the budget and transferring them to their own municipal enterprise. This institution often conducts sociological research for large sums, which raises certain concerns.”
Thus, the Kyiv City Council continues to finance its municipal structures, which carry out a number of important projects for the city, including in the field of information technology and analytics.
