Records of conversations among top officials of the capital’s metro indicate that the management of KP “Kyiv Metro” and representatives of the Kyiv City State Administration were aware of the tunnel damage between the “Demiivska” and “Lybidska” stations long before the emergency flooding occurred. The relevant audio materials were made public by the Attorney General Ruslan Kravchenko.
Information on Concealment
The published recordings capture dialogues between former metro chief Viktor Brahinets and chief engineer Viktor Vihivskyi, as well as other officials. The content of the conversations confirms that two months prior to the closure of the section due to flooding, the management was aware of serious problems with the tunnel. However, instead of taking immediate action, the officials concealed information from the public and did not take real measures to address the situation.

Actions and Responsibility of Officials
In one of the released recordings, the director of the Transport Infrastructure Department of the Kyiv City State Administration, Ruslan Kandybor, is mentioned. According to Viktor Brahinets, two days before the accident, he insisted that train operations on the emergency section should not be halted. Additionally, the management of the capital’s subway attempted to involve experts to obtain favorable conclusions from the expert examination, as well as influencers who were to publicly declare the stability of the situation to avoid public outcry.
On Thursday, July 10, 2025, the director of the Transport Infrastructure Department of the Kyiv City State Administration, Ruslan Kandybor, was notified of suspicion. He is accused of official negligence that led to severe consequences. Currently, the issue of his suspension from office and the selection of a preventive measure is being resolved.
