The Director of the Transport Infrastructure Department of the Kyiv City State Administration, Ruslan Kandybor, has been suspended from his position for two months due to suspicion of official negligence that led to an emergency situation on the metro line near the “Lybidska” station.
Court Decides on Preventive Measure
The Holosiivskyi District Court has decided to impose a preventive measure on the suspect in the form of night house arrest. The term of the arrest is set until September 10, 2025. Meanwhile, prosecutors insisted on round-the-clock house arrest using an electronic bracelet, but the court opted for a milder decision.

Prosecution’s Appeal and Case Details
The Kyiv Prosecutor’s Office has expressed disagreement with the court’s decision and will appeal the chosen preventive measure in the near future. According to the investigation, the official negligence on the part of Ruslan Kandybor led to the untimely detection of an emergency situation in the metro tunnel, which caused the closure of traffic between the “Lybidska” and “Teremky” stations.
The investigation is ongoing, and the issue of the final preventive measure will be resolved during the appeal hearing.
