The Department for Prevention and Detection of Corruption of the Kyiv City State Administration, headed by Oleg Tymoshenko, conducted an inspection of the financial unit of the KCSA. This time, specialists focused on the work of the Finance Department, led by Volodymyr Repik.
Violations in the Field of Anti-Corruption Legislation
During the inspection, violations regarding the implementation of anti-corruption legislation requirements were identified, particularly during the special checks of candidates for responsible positions.
“During the inspection, violations in the field of compliance with anti-corruption legislation were established. In particular, this concerns the conduct of special checks on candidates for positions that hold responsible and particularly responsible roles,” the anti-corruption fighters reported.
As a result of the inspection, only recommendations for addressing the violations were provided. No additional measures, such as an internal investigation by the head of the KCSA, Vitaliy Klitschko, were initiated.
Other Inspections and Government Response
This year, specialists from Oleg Tymoshenko’s department also inspected the work of the Department of Industry and Entrepreneurship Development of the KCSA, led by Volodymyr Kostiuk. During the audit, a number of violations were found, including a lack of proper control over compliance with anti-corruption requirements in subordinate municipal enterprises, possible cases of conflict of interest, and violations of confidentiality guarantees for whistleblowers.
Ultimately, here too, only recommendations for addressing the violations, improving internal processes, and strengthening control over compliance with anti-corruption legislation were provided. No appeal to Vitaliy Klitschko demanding an internal investigation was submitted.
This lenient response from the anti-corruption unit of the KCSA indicates a certain leniency towards colleagues in the city government structure, even in light of the identified violations.
