China May Provide Russia with Satellite Intelligence Data for Strikes on Energy Infrastructure

Ukrainian intelligence is observing an increase in contacts between Russia and Chinese entities capable of supplying satellite intelligence data. The Ukrainian authorities note that obtaining such data may be linked to attacks on Ukraine’s energy infrastructure.

Connection Between Satellite Intelligence and Strikes on Energy Facilities

Ukrainian President Volodymyr Zelensky reported this following a briefing by the head of the Foreign Intelligence Service, Oleg Ivashchenko. He emphasized that specialists are recording a certain correlation between the activities of Chinese satellites over Ukrainian territory and the successive strikes by the Russian army on energy facilities.

“Unfortunately, there have been correlations between the imaging of Ukrainian territory by Chinese satellites and Russian strikes on corresponding energy facilities,” the Ukrainian leader noted.

Official Position of China and Ukraine’s Response

In April 2025, Volodymyr Zelensky emphasized that China could supply weapons to the Russian army, and there are suspicions regarding the production of certain types of weapons on Russian territory involving Chinese companies. At the same time, Beijing has repeatedly denied any involvement in supplying weapons to the parties in conflict and insists on its neutral position regarding the war. Chinese representatives call for an end to the war through negotiations and reaffirm recognition of Ukraine’s territorial integrity, but do not join international sanctions against Russia.
