Ukrainian President Volodymyr Zelensky noted the approval of the 18th sanctions package against the Russian Federation by the European Union and reported that Kyiv is already working on the operational alignment of the relevant decisions at the national level.

New EU Sanctions: Restrictions on Russian Oil and Shadow Fleet
The latest sanctions package, approved by EU ambassadors, aims to increase economic pressure on Russia. Special attention is given to strengthening control over the Russian tanker fleet, particularly regarding vessels that belong to the “shadow fleet” and the companies that facilitate its operations. The sanctions apply not only to the vessels themselves but also to their captains, as well as to the companies that assist in transporting Russian oil and financing Russia’s military actions through oil revenues.
“The 18th sanctions package continues the pressure on the Russian tanker fleet, not only on the vessels themselves but also on the captains of the shadow fleet and the companies that help facilitate such funding for murders through oil. We will continue this pressure. The European Union is also introducing a stricter price cap on Russian oil – around $46 per barrel. In coordination with other partners around the world, we will work to ensure that the price cap truly cuts Russian revenues. This is possible. We already know how to apply pressure,” he wrote on Telegram.
In addition, the EU has significantly lowered the price cap on Russian oil set by the G7 countries to $47.6 per barrel. This move aims to limit Russia’s financial inflows from energy resource exports.
Sanctions on the “Nord Stream” and Ukraine’s Position
An important component of the new package is a complete ban on any transactions related to the pipelines of the “Nord Stream” system. This step is aimed at blocking key infrastructure that Russia uses in its aggression.
Volodymyr Zelensky emphasized that the Ukrainian authorities are already preparing to synchronize the new European sanctions and are also working on implementing additional restrictions – both in cooperation with international partners and at the level of Ukrainian jurisdiction. The importance of the new measures was also highlighted by Ukraine’s Prime Minister Yulia Svyrydenko, who noted that they “increase pressure where it is needed.”
The 18th sanctions package also includes further measures against the vessels of the shadow fleet, which are estimated to be used to circumvent the restrictions imposed by the EU and transport Russian oil.
