Kyiv City Council Did Not Revoke Decisions Under Investigation by NABU

During its plenary session, the Kyiv City Council did not support the proposal to revoke the adopted decisions currently under investigation by the National Anti-Corruption Bureau of Ukraine (NABU). The deputies expressed concerns that revocation could be an attempt to evade responsibility for the decisions made.

Former Kyiv City Council Secretary Volodymyr Bondarenko, a member of the “UDAR” faction, initiated the proposal to revoke the decision to lease a land plot to LLC “Kingsta” located at Adam Mickiewicz Street, 1-A. However, the deputies did not support this proposal.

Deputies’ Opinions on Revoking Decisions

Deputy from the “Servant of the People” party Ksenia Semenova emphasized that revoking the decisions could indicate attempts to evade responsibility among those who voted for them. She noted:

“There were at least 15 such draft decisions, but I actually think there are several dozen—where the land plot was many times larger than the area of the property located on it. Are we going to declare all such draft decisions invalid, or only those currently involved in NABU investigations, knowing that this is illegal? Or will we wait for accusations regarding other plots?”

Liliya Pashinna also urged her colleagues to pay attention to the legal opinion on the draft decision, stating:

“Please open the legal opinion: it clearly states in the first sentence that a pre-trial investigation is underway and an arrest has been imposed. Purely from a legal standpoint, how can we currently make any decision if an arrest has been imposed?”

As a result, only 55 deputies voted for the revocation of the document, so it was not adopted.
